Prop-2 CTEFB: $300M available for Comprehensive High Schools
CA Prop-2 has a $600M carve-out grant funding available for its Career Training & Education Facilities Program (CTEFP) targeted for Comprehensive High Schools. There are two (2) $300M funding rounds. The first funding round finished in 2025, and with the 2nd round application deadline to be later this year, probably in November 2026, $300M is still available. But it is important to start early to best position your school district to capture this significant source of CTE facilities grant funding.
The presenters will summarize the Prop-2 CTEFB application requirements, as well as provide a case study for a DSA pre-checked, solar-powered Outdoor Education Classroom that can be fully funded in most cases using the Prop-2 CTEFB and Federal Direct Pay Energy Credits. Agriculture, Athletic, Culinary, and several other CTE program pathways may benefit as well.
If your school district has one or more Comprehensive High Schools, you surely understand the importance of attracting funding for CTE facilities infrastructure. This educational seminar combines several timely and advanced public school funding sources together with easy to understand explanation of how to capture funding, and manage cash flow, so as to benefit your District’s CTE programs.
Learning Outcomes:
Learn why DSA pre-check is a vitally important program to get your project completed quickly, in order to capture the federal Energy Credits. And how to access this.
Learn how your Comprehensive High School may capture CTE grant funding that is specifically carved-out in the CA Prop-2 Statewide Bond Issue passed on Nov. 5, 2024.
Learn about recent changes to the Inflation Reduction Act, and the Federal Direct-Pay Energy Credits that are still available for projects completed by Dec. 31, 2027.

Beyond the Bid: Smarter, Sustainable Procurement Through Cooperative Contracts
Procurement doesn’t have to mean starting from scratch—or choosing between speed and sustainability. This session explores how California-based cooperative purchasing through CivicBuys enables public agencies to streamline procurement while advancing sustainability goals. Participants will learn how to access pre-evaluated, compliant vendors and leverage collective buying power to save time and reduce costs—without sacrificing transparency or accountability.
The CivicBuys purchasing contract includes a robust suite of sustainable products and solutions available to government agencies, including EV charging stations, solar panels, energy-efficient HVAC systems and chillers, sustainable landscaping, and more. With over 25 years of experience serving more than 400 public entities, FoundationCCC administers cooperative purchasing programs that allow agencies to piggyback on existing contracts while maintaining full California compliance. Join us to learn how to work smarter, faster, and greener when it comes to public procurement.
Learning Objectives:
- Understand the legal authority of FoundationCCC in establishing California-compliant cooperative purchasing agreements.
- Identify where cooperative contracts—and piggybacking in particular—offer the greatest time, cost, and administrative savings compared to independent bids.
