CALGreen Non-residential Code Updates

California Building Standards Commission subject matter experts will discuss the CALGreen building code updates that will be published July 1, 2025 and go into effect January 1, 2026. We will also review the embodied carbon reduction regulations that went into effect July 1, 2024, with a built-in increase in scope effective January 1, 2026. CALGreen mandatory and voluntary measures support California’s goals relative to electric vehicle charging, bicycle parking, embodied carbon reduction, and many more sustainable building practices.
Design professionals, architects and engineers involved with non-residential projects should be familiar with CALGreen because of the mandatory measures that must be incorporated into new construction, additions and alterations (meeting a certain scope). Knowledge of CALGreen helps with the permitting process and building commissioning after construction.
Learning Objectives:
- Understand the purpose and scope of the California Green Building Standards Code, Part 11 of Title 24, also known as CALGreen.
- Familiarity with the state agencies that propose building standards in CALGreen.
- Awareness of the publication and effective dates of the 2025 CALGreen.
- Knowledge of prior and new code updates in both mandatory and voluntary measures.

Enrique Rodriguez, Associate Construction Analyst, California Building Standards Commissions

Enrique joined the California Building Standards Commission (CBSC) in February 2009. He assists with the adoption, approval, codification, and publication of the California Building Standards Code, Title 24 of the California Code of Regulations, including the development of the California Green Building Standards Code (CALGreen).
At the Sustainable Facilities Forum last year, Enrique was honored with Green Technology’s Pioneer Award for his contributions to the development of CALGreen, and particularly his work on alternative compliance methods for electric vehicle charging regulations.
Enrique has served on various building commissioning committees, most notably as Vice-Chair of the International Code Council (ICC) G4 Development Committee, which created the ICC G4-2012 Guideline for Commissioning. He also served on the International Accreditation Service, Inc. committee for Accreditation of Commissioning Agencies Task Group and as vice-chair of the Technical Advisory Council-Sustainability Steering Committee.
Enrique has extensive architectural design experience and holds a Bachelor of Architecture degree from California Polytechnic State University (CAL POLY), San Luis Obispo. He worked in private architectural firms for several years prior to joining the state.
