WCM was founded by our namesake, Mitchel Whitson, in 2002 as a heavy civil public works and site development firm. Starting as a small CM firm focusing on managing projects in the northern areas of San Diego County, our breadth of services and experiences have since grown exponentially. In 2007, our firm’s stormwater division was formed, quickly becoming a full-service environmental compliance consultancy. As of 2023, WCM has grown to perform a variety of services across the state and larger southwestern region and has managed over 1000 projects for both public agencies and private contractors.
To further assist WCM clients in developing thorough and defensible documentation for their projects, WCM has also developed a cloud-based SWPPP reporting and database program known as SWPPPOnline (www.SWPPPOnline.com). SWPPPOnline allows inspectors to efficiently fill out inspection or reporting documents that conform to the permit requirements saving both time and money. Experienced stormwater professionals have spent years designing SWPPPOnline to be straightforward, user-friendly, and simple to assist operators in the management of stormwater reporting and in maintaining compliance with the Construction General Permit.
In 2016, WCM founded California Filtration Specialists (CFS), when its staff discovered the need for cost-effective, space-saving ways to meet the ever-changing requirements in the stormwater industry. WCM’s extensive experience, in conjunction with CFS’s design resume, makes for the perfect combination to provide affordable and effective, design-build stormwater treatment systems for many different types of properties. Our team utilizes our expansive knowledge of construction management and stormwater compliance (CGP, IGP, MS4) to bring expertise to every step of the process, from design and budgeting to permitting and installation, and finally to post-construction maintenance.

Our team is composed of individuals with a wide range of professional and educational backgrounds, including environmental science, environmental engineering, construction management, civil engineering, hydrogeology, and hydrology. All team members are fully licensed and certified to perform stormwater compliance management and inspections, including State Trainers of Record (ToRs), QSDs, QSPs, QISPs, and CPESCs. In addition, our team members have substantial professional experience in managing compliance programs and projects, including MS4 Stormwater Program Administration.
